Reminders for the 2025 National Elections Pre-Enrollment Online Voting and Counting System (OVCS)

As determined by the Commission on Election (COMELEC), the mode of voting for registered Filipino Overseas Voters in Kenya, Democratic Republic of the Congo (DRC), Republic of the Congo, Malawi, Rwanda, Seychelles, Somalia, South Sudan, Tanzania at Uganda for the 2025 National Elections is through the ONLINE VOTING AND COUNTING SYSTEM (OVCS).

Registered overseas voters will no longer receive physical (paper) ballots in their registered addresses. Instead, they will have to pre-enroll using their mobile devices (computer, laptop, tablet, smartphone, etc.) to cast their vote in the OVCS.

TO PRE-ENROLL, PLEASE FOLLOW THE PROCEDURES BELOW:

STEP 1. Check if your name is included in the Certified List of Overseas Voters (CLOV) under the Philippine Embassy in Nairobi: https://bit.ly/4i2t9FD;

STEP 2. If your NAME IS ON THE LIST, please proceed to Step 3. If your NAME IS NOT ON THE LIST, it could mean any of the following:

• You are not a registered Overseas Voter;
• Your registration record as an overseas voter is under another Philippine Embassy/Philippine Consulate. If this is the case, please contact the concerned Philippine Embassy or Philippine Consulate to check on the status of your OV registration. (You may check the National Registry of Overseas Voters (NROV) through https://bit.ly/3R1rmWv from the COMELEC website); OR
• Your registration record is NOT ACTIVE or has been deactivated.

STEP 3. Please go to https://ov.comelec.gov.ph/enroll. IMPORTANT: When providing personal information, please indicate the exact name as indicated in the Certified List of Overseas Voters (CLOV) or National Registry of Overseas Voters (NROV). (Example: Maiden Name is still indicated in the CLOV and NROV even if the overseas voter is already married). Pre-enrollment period will end on 07 May 2025. 

Voting period will start on 13 April 2025 and will close at 07:00 PM on 12 May 2025 (Philippine Standard Time) or 2:00 PM East Africa Time (GMT+3).
