The Department of Foreign Affairs (DFA) has maintained Alert Level 4 for the Tigray, Afar, Amhara and Benishangul-Gumuz regions of northern Ethiopia.
Alert Level 4 is issued in cases of large-scale internal conflict or full-scale external attack. Under this Alert Level, the Philippine Government implements mandatory evacuation procedures.
The DFA continues to advise all Filipinos not to travel to these four regions due to the ongoing conflict. Filipinos who are still in these areas are advised to restrict non-essential movements, avoid public places, and prepare for immediate evacuation.
Meanwhile, the DFA has lowered the alert status to Alert Level 2 for Oromia (including the cities of Addis Ababa and Dire Dawa), Somali, Southern Nations, Nationalities, and Peoples Region (SNNPR), Gambella, Harari and South West regions.
Alert Level 2 is issued when there are credible threats to the life, security, and property of Filipinos due to internal disturbances or external threats in the host country. Under this alert level, Filipinos in these regions are advised to limit non-essential movements, avoid public places and prepare for evacuation if necessary.
Additionally, under Alert Level 2, the Department of Migrant Workers (DMW) permits only Overseas Filipino Workers (OFWs) with existing contracts (balik-manggagawa) to return to these six regions. Returning OFWs are required to provide the following:
- A valid Ethiopian residence visa and/or work permit;
- A valid Employment Contract;
- An Overseas Employment Certificate;
- A guarantee letter from employer stating the provision of:
- Repatriation options
- Medical assistance
- Health insurance
- A guarantee letter from employer (as reflected in the employment contract or as an addendum) affirming that the Filipino workers will not be deployed to areas under Alert Level 4 (Tigray, Afar, Amhara and Benishangul-Gumuz regions)
