SUBJECT : Entry, Testing, and Quarantine Protocols for Filipino Nationals Arriving from Abroad, Effective 10 February 2022

The Philippine Embassy in Nairobi informs the public that pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) Resolution No. 160-A, series of 2022 dated 03 February 2022, and in view of the suspension of the classification of countries/territories/jurisdictions as “Green”, “Yellow”, and “Red”, the entry, testing, and quarantine protocols for Filipino nationals arriving from abroad shall, effective 10 February 2022, be as follows:
A. FULLY VACCINATED FILIPINO NATIONALS |
· A negative RT-PCR test taken within forty-eight (48) hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that they have not left the airport premises or have not been admitted into another country during such layover. · Upon arrival, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival and shall be required to report to the local government unit of destination upon the manifestation of symptoms, if any. |
They shall be deemed fully vaccinated only if he/she is fully compliant with the following requisites: |
a. Received the second dose in a 2-dose series or a single dose vaccine more than 14 days prior to the date and time of departure from the country of origin/port of embarkation. |
b. The vaccine in included in any of the following: - Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or - Emergency Use Listing of the World Health Organization |
c. Possesses and presents any of the following proofs of vaccination prior to departing/boarding from the country of origin/port of embarkation and upon arrival in the country: - World Health Organization International Certificates of Vaccination and Prophylaxis; or - VaxCertPH; or - National/state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement; or - Other proof of vaccination permitted by the IATF. |
B. UNVACCINATED, PARTIALLY VACCINATED, OR FILIPINO NATIONALS WHOSE VACCINATION STATUS CANNOT BE INDEPENDENTLY VALIDATED |
· A negative RT-PCR test taken within forty-eight (48) hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that they have not left the airport premises or have not been admitted into another country during such layover; · A facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they shall be required to undergo home quarantine until their fourteenth (14th) day, with the date of arrival being the first day. The local government units of destination and their respective Barangay Health Emergency Response Teams are tasked to monitor those arriving passengers undergoing home quarantine. |
C. UNVACCINATED MINOR FILIPINO NATIONALS |
Filipino nationals below twelve (12) years of age who are not vaccinated for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them. |
Filipino nationals from ages twelve (12) years to seventeen (17) years of age shall follow the classification and procedures based on their vaccination status (i.e. vaccinated, unvaccinated). In case of such unvaccinated minor children, either foreign or Filipino parents should accompany such child or children during their facility-based quarantine. D. FULLY-RECOVERED FILIPINO NATIONALS WITH POSITIVE RT-PCR PRE-DEPARTURE TEST RESULTS |
Filipino nationals who have recovered from COVID-19 but test positive prior to the 48-hour pre-departure RT-PCR test may nonetheless enter the country, provided, they are able to present the following documents prior to departing/boarding from the country of origin/port of embarkation and upon arrival in the Philippines: · A positive RT-PCR test taken not earlier than ten (10) days but not later than thirty (30) days prior to the date and time of departure from the country of origin/port of embarkation; · The positive RT-PCR test taken within forty-eight (48) hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that they have not left the airport premises or have not been admitted into another country during such layover; · A medical certificate issued by a licensed physician certifying that he/she: a. was an asymptomatic, mild, moderate, severe or critical case of COVID-19, as the case may be; b. has completed the mandatory isolation period; c. is no longer infectious; and d. has been allowed free movement and travel. Upon arrival, the COVID-19 positive Filipino nationals shall be subject to the following protocols: · If fully vaccinated, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival and shall be required to report to the local government unit of destination upon the manifestation of symptoms, if any. · If unvaccinated, partially vaccinated, or vaccination status cannot be independently determined, they shall be required to undergo a facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they shall be required to undergo home quarantine until their fourteenth (14th) day, with the date of arrival being the first day. |
E. ONEHEALTH PASS REGISTRATION |
All inbound Filipinos shall register with the OneHealth Pass (https://www.onehealthpass.com.ph) prior to arrival in the Philippines. |

Entry, Testing, and Quarantine Protocols for International Arriving Filipinos and Foreign Nationals

The Philippine Embassy in Nairobi informs the public that pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) Resolution No. 159, Series of 2022 dated 27 January 2022, the classification of countries/territories/jurisdictions as “Green,” “Yellow,” and “Red” shall be temporarily suspended.
Effective 01 February 2022, the entry, testing, and quarantine protocols for international arriving Filipinos and foreign nationals allowed entry into the country shall be as follows, regardless of their country of origin:
- FULLY VACCINATED INTERNATIONAL ARRIVING PASSENGERS:
● A negative RT-PCR test taken within forty-eight (48) hours prior to departure from the country of origin |
● Upon arrival, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival and shall be required to report to the local government unit of destination upon the manifestation of symptoms, if any. |
International arriving passengers must have the following proofs of vaccination against COVID-19 recognized under existing IATF regulations: |
a. World Health Organization International Certificates of Vaccination and Prophylaxis; or |
b. VaxCertPH; or |
c. National/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement permitted by the IATF. |
- UNVACCINATED, PARTIALLY VACCINATED, OR INDIVIDUALS WHOSE VACCINATION STATUS CANNOT BE INDEPENDENTLY VALIDATED:
● A negative RT-PCR test taken within forty-eight (48) hours prior to departure from the country of origin; |
● A facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they shall be required to undergo home quarantine until their fourteenth (14th) day, with the date of arrival being the first day. The local government units of destination and their respective Barangay Health Emergency Response Teams are tasked to monitor those arriving passengers undergoing home quarantine. |
- CHILDREN BELOW TWELVE (12) YEARS OF AGE WHO CANNOT BE VACCINATED:
They shall follow the quarantine protocols of the parent/s or the accompanying adult or guardian travelling with them.
