Resumption of Continuing Overseas Voter Registration (09 December 2022 – 30 September 2024)
All qualified Filipino citizens who are not registered overseas voters may file their applications for registration at the Embassy pursuant to COMELEC Resolution No. 10833 from 09 December 2022 to 30 September 2024.
To register, applicants must personally submit the accomplished Overseas Voter Registration Form (OVF1) to the Embassy and present the following requirements:
- Valid Philippine Passport;
- In the absence of a valid Passport:
- A Certification issued by the Post that it has received and reviewed the appropriate documents submitted by the applicant and found them sufficient to warrant the issuance of a passport, or that the applicant is a holder of a valid passport but is unable to produce the same for a valid reason;
- In case of applicants who reacquired their Filipino citizenship pursuant to Republic Act No. 9225, the original or certified true copy of the Order of Approval of their application to retain or reacquire their Filipino citizenship issued by Post or their Identification Certificates issued by the Posts or the Bureau of Immigration; or
- In case of seafarers, photocopy of Seafarer’s Book.
The Embassy is open for the filing of registration from Mondays to Fridays (excluding holidays), 9:00 AM to 3:00 PM.

Electronic Arrival Card (eArrival Card)
The public is advised that effective 01 November 2022, all inbound travelers to the Philippines are required to fill out the electronic Arrival Card (e-Arrival card).
The eArrival card officially replaces the One Health Pass.
Registration is FREE OF CHARGE. Please BEWARE of fake, fraudulent, or scam websites and entities that require payment for the registration.
All travelers are encouraged to fill out and REGISTER for the eArrival card within 72 hours prior to departure through onehealthpass.com.ph or by scanning the QR code below:

PUBLIC ADVISORY NO. 2022-38
The public is advised of the updated entry, testing, and quarantine protocols for foreign and Filipino nationals arriving in the Philippines, pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 2, Series of 2022, dated 04 October 2022:
- FULLY VACCINATED INDIVIDUALS
- Pre-departure testing for fully vaccinated inbound travelers, whether Filipinos or foreign nationals, shall no longer be required.
Filipino and foreign nationals shall be deemed fully vaccinated only if he/she is fully compliant with the following requisites:
- Received the second dose in a 2-dose series or a single dose COVID-19 vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.
- Possess and presents any of the following proofs of vaccination
- WHO International Certificate of Vaccination and Prophylaxis;
- VaxCertPH;
- National or state manual/digital vaccination certificate of the country/foreign government;
- Other proofs of vaccination
- UNVACCINATED, PARTIALLY UNVACCINATED, OR INDIVIDUALS WHOSE VACCINATION STATUS CANNOT BE INDEPENDENTLY VALIDATED
- Filipinos and foreign nationals fifteen (15) years or older shall present a remotely supervised, a laboratory-based rapid antigen negative test result administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy or other similar establishment taken within twenty-four (24) hours, prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that, he/she has not left the airport premises or has not been admitted into another country during such-lay-over.
- Filipinos and foreign nationals fifteen (15) years or older who fail to present negative pre-departure testing with conditions set forth above, shall be required to undergo a laboratory-based rapid antigen test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy or other similar establishment taken upon arrival at the airport
- Accompanied minors below fifteen (15) years of age who are not vaccinated for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them.
- Unaccompanied minors below fifteen (15) years of age who are not vaccinated for any reason whatsoever shall follow the protocols set forth in Section B (1) and (2) above.
- Any inbound traveler, whether Filipino or foreign national, who shall test positive for COVID-19 through rapid antigen test shall be subjected to the latest prevailing quarantine and isolation protocols of the Philippine Department of Health.
