Entry, Testing, and Quarantine Protocols for Foreign Nationals Arriving in the Philippines, Effective 01 April 2022

The Philippine Embassy in Nairobi informs the public of the updated entry, testing, and quarantine protocols for foreign nationals arriving in the Philippines, effective 01 April 2022, pursuant to IATF Resolution No. 165, Series of 2022:
1. Beginning 0001H, 01 April 2022, foreign nationals may enter the Philippines without the need of an Entry Exemption Document (EED); provided they comply with the applicable visa requirements and immigration entry and departure formalities; provided further that they;
- are fully vaccinated, except only for minor children below twelve (12) years of age traveling with their fully vaccinated foreign parent/s;
- carry/possess an acceptable proof of vaccination;
- present a negative RT-PCR test taken within forty-eight (48) hours or a negative laboratory-based antigen test taken within twenty-four (24) hours prior to the time of departure from country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, he/she has not left the airport premises or has not been admitted into another country during such lay-over;
- have passports valid for a period of at least six (6) months at the time of arrival in the Philippines;
- have valid tickets for their return journey to the port of origin or next port of destination not later than 30 days from the date of arrival in the Philippines; (Except for foreign spouses and/or children of Filipino citizens and former Filipino citizens with Balikbayan privileges under R.A. No. 9174, including their foreign spouse and/or children who are traveling with them to the Philippines); AND
- Obtain, prior to arrival, a travel insurance for COVID-19 treatment costs from reputable insurance provider, with a minimum coverage of USD 35,000.00 for the duration of their stay in the Philippines.
2. A foreign national shall be deemed fully vaccinated if he/she is fully compliant with the following requisites:
- received the second (2nd) dose in a 2-dose series or a single dose vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.
- the vaccine is included in any of the following:
- Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration (FDA); or
- Emergency Use Listing of the World Health Organization (WHO).
3. The following shall be the only acceptable proofs of vaccination:
- WHO International Certificate of Vaccination and Prophylaxis; or
- VaxCertPH; or
- National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal agreement; or
- Other proofs of vaccination permitted by the IATF.
4. Foreign nationals who fail to fully comply with the conditions and requisites set forth above shall be denied admission into the Philippines and shall be subject to the appropriate exclusion proceedings.
5. Once admitted into the Philippines, foreign nationals are no longer required to observe facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival. However, they are required to report to the local government unit (LGU) of their destination should they manifest any symptoms.
6. Foreign nationals with valid and subsisting Entry Exemption Documents (EED) issued prior to 01 April 2022 shall be allowed entry pursuant to Section C of Resolution 160-B.

CONSULAR MISSION IN JUBA, SOUTH SUDAN

The Philippine Embassy in Nairobi informs the Filipino communities in South Sudan of the upcoming Consular Mission in Juba on 10 April 2022, Sunday, 08:00 am - 5:00 pm, to provide passport and other consular services:
I. PASSPORT
For passport application or renewal, applicants are encouraged to lodge their application through the Passport Global Online Appointment System (GOAS) at https://www.passport.qov.ph/, with the following steps:
Step 1: Visit the GOAS website at https://www.passport.qov.ph/
Step 2: Schedule an Appointment: choose Individual Appointment. In the drop-down menu, choose Middle East/Africa (Region), Kenya (Country) and PE Nairobi Outreach Mission 01 (for Juba. South Sudan) as sites.
Step 3: Fill out the Personal, Family and Contact information. (Ensure that all entries are correct)
Step 4: You will receive a provisional email to confirm your booking. Follow the instructions provided in the email. A confirmatory email will be sent to the registered email.
Step 5: Print both the Confirmatory Email and Application Form. Bring all documents and requirements on the confirmed appointment schedule.
Requirements for Renewal of Passport (Adult):
- Personal Appearance
- Duly accomplished Application Form
- Original and Photocopy of Passport data page in A4-size paper
- Passport Fee: USD$60.00
Requirements for New/Renewal of Passport of Minor
- Personal Appearance of minor applicant and either parent or authorized adult companion
- In case an applicant is not accompanied by the parents during the application process, a Special Power of Attorney must be executed by the parentis designating the minor's companion to assist in the application process. The Special Power of Attorney must be authenticated by the Philippine Embassy.
- Duly accomplished Application Form
- Original and one (1) photocopy PSA (formerly NSO)-authenticated Birth Certificate on Security Paper; or Report of Birth of the minor applicant
- School ID (if available)
- Current Passport of the minor applicant (for renewal only)
- Original and one (1) photocopy of Passport or valid government-issued ID of authorized adult companion
- Marriage Certificate is required if only one parent is accompanying the child
o If parents are unmarried, an Affidavit of Support and/or Consent executed by the Mother will be required if she is not accompanying the child
o If Affidavit of Support and/or Consent is executed abroad, it must be authenticated by the Philippine Embassy or Consulate
- Passport or Valid Government issued ID of either parent
- Passport Fee: USD$60.00
Additional Guidelines:
- **Please provide EXACT AMOUNT in US Dollar for payment of consular fees** • 10-Year Passport Validity is available for applicants 18 years old and above only. • The release of passports will take 6-8 weeks from the date of filing of application. • All passport applicants who have availed the extension of the validity of their passports in 2020 and 2021 are required to renew their passports during the consular mission.

COVID-19 HEALTH PROTOCOLS
In view of the continuing pandemic situation, the consular team will observe proper social distancing during the consular mission. Only (10) ten applicants at a time will be allowed to enter the venue. All are required to wear their facemasks and must have a normal body temperature. Kindly bring your own pen, original passport, IDs, photocopies of your documents and eyeglasses.

However, pursuant to COMELEC Resolution No. 10750 Article VI Section 27 on overseas voting for the National Elections, the Embassy will be open for overseas voting. Qualified Filipino voters may cast their votes on the above-mentioned dates from 8:00 a.m. to 4:00 p.m. (no lunch break). The voting period runs from 10 April until 09 May 2022.
